Just hover the mouse over the raid frame or mob, and spin the wheel. It's handy for fights like Jaraxxus - I can be dps'ing the adds, and still dispel the buff off him. Trying to mouseover a character, rather than a raid frame, can be tricky though - unless the mob is a boss that's much larger than anyone else on screen, you can easily be trying to dispel the wrong character. Mouseover Sunders works amazingly well. By the time skull is down, any other mobs on you have at least 3 Sunders, which makes management much easier.
