Ex. lvls 29, 39, 49, etc. This is a good strategy if you're noticing that you're winning a lot in your bracket... Generally this doesn't happen unless your side is twinked a little more than the other. Gathering the marks before you get to 70 is a decent strategy if you can win because now you can turn them in for honor. This will leave only AV and EOTS marks as your problem areas... so, by PvPing and winning some matches before 70, you can save yourself a little time in the long-run since after 70 you have only 2 choices to make your character better --- raid or pvp... PvPing being the more easily accessed option for the majority of WoW players.
